without further investigation it would be difficult to say what is the problem, but my guess is that there is some port blocking going on at the one location or your router at the one location is not setup to pass H323 through correctly.
I have quintum Call Relay and is dropping call when calls are sent to location that has router in network Other locations with out r are preforming just fine
